If you did this you should be able to change all paths
in the configuration file $TEXMF/web2c/texmf.cnf.

It seems that MakeTeXPK did not work.
Do you actually have the MF file cmss9.mf ?
Is it in MFINPUTS, as defined in texmf.cnf ?

This is exactly where the font does finish up:
well, in /usr/local/lib/texmf/fonts/tmp/pk/... .
It is only temporarily in /tmp/... during creation.

This would not be in the default MFINPUTS file.
The moral is: just find and modify the texmf.cnf configuration file.
(Also you may need to create the required directories
/usr/local/lib/texmf/fonts/tmp/pk and subdirectories
for MakeTeXPK to store the files it creates.
These subdirectories should be world readable and writable.)
